I wanted to buy a "3 Channel Remote Radio Control RC MINI Helicopter HR" but I am not sure if it can fly outside in the sun, it also says: Controlled by digital technology. Infra red control system .
Does anyone know whats the infra red control system?

No, the 3 Channel Helicopter you are deciding to purchase can NOT be flown outside if there is sun. The sun disrupts the Infrared beam that is sent to your helicopter.
The range of an IR signal is usually limited to around 30 feet or less. Infrared, also called optical control or opti-control, requires line-of-sight, that is, the LED on the IR transmitter must be pointing at the IR receiver in order to work. It doesn't see through walls. Depending on the strength of the IR signal and interference from sunlight or other infrared-transmitting devices, the range may be shortened. These limitations make IR unsuitable for RC vehicles intended for long-range flight, outdoor racing, and other activities where it may be difficult to stay in range and within line-of-sight.

anybody know where I can get a mini rc helicopter? A store near Charlotte NC
I have been to all of those places and I can't find one except for those cheap ones(9.99).

Radio Shack has some the mosquito is the best, or just look for a hobby shop around. if you are looking for a outdoor heli gotta go to a hobby shop or ebay. indoor ones can be found at Radio shack, hobby stores and shops like wal mart and k mart
