If you want to go a little younger with it then maybe silly putty or an easter mr. potato head.
They also make spiderman, transformer, and star wars mr. potato head's that seem to be a big hit no matter what age.

If he's into sports, maybe a jersey or hat or even tickets to a game.

gift card to a movie theater, itunes, best buy, or another store he enjoys

Something by Nerf... football, frisbee type thing, gun that shoots foam pellets, etc.

I'm looking to buy my 22 year old gamer brother a remote control helicopter, between £20-£30 he likes the shiny black sleek look and also insects and stuff, i dont know where to look and i dont know much about them ! thanks! any help would be massively appreciated.
