Yes, there is.
For the bigger nitro powered helis, swimming pool noodles work well. Cut a section, slit it to fit over the existing gear, and zip tie it on.
Also, 2 liter pop bottles have been used.
Smaller electric helis do not need as much flotation.

specifically one that can lift itself and 12.8 ounces of extra weight off the ground without crashing. Any price is okay and any brand is okay as well
I havent flown rc helis much but mostly little airhog things. I need it to lift a small camera so that I can fly it around and spy on my buddies during our airsoft wars.
preferably under $100 and not too big in body size or in wing span. Anything is helpful so any ideas will help!!!

Have you flown helicopters before? Rc helis, not the toy airhogs ones.
If you have not, then you are in for a surprise. RC helis are among the hardest RC aircraft to fly.
What is it you are trying to lift? Camera equipment is the most common payload. There are many different products available on the market that are very light.
What type of heli are you looking at? You can more easily get a nitro heli to lift a payload like that. But there are smaller electrics that do fine with lightweight camera gear.

But mostly I need to tell you that you are going to be running up against serious safety issues. Hobby level helis are not things you can fly around people. They are not stealthy, and they can not be flown out of the line of sight. If they hit someone, they can cause serious injury.
Edit 2: Ouch. Under $100. there is no heli for that price range that can lift any heavy load. There are lightweight cameras, but the electronics to get the image to you real time is going to be way over your budget.
